Objetivo Principal

Supervisar la implementación y el control de la higiene del agua y las actividades de saneamiento en el proyecto, de acuerdo con los protocolos de MSF, a fin de mejorar las condiciones de salud de la población destinataria.


Responsabilidades

  • Llevar a cabo evaluaciones de WHS, en colaboración con los equipos médicos, identificando las necesidades de WHS y asesorando al coordinador del proyecto en los hallazgos y las respuestas apropiadas. -Participar en la elaboración de estrategias de emergencia de WHS y planes de respuesta, incluyendo recursos en colaboración con los equipos médicos y logísticos. $ Proporcionar apoyo a los equipos logísticos y médicos en la identificación, ejecución y seguimiento de las actividades de agua, higiene y saneamiento en las estructuras de salud de acuerdo con los protocolos de MSF (por ejemplo: requerimientos básicos de agua y saneamiento). Un apoyo especial se podría requerir para asegurar que se definan las medidas de control ambiental para abordar las cuestiones de control de infecciones en relación con los pacientes afectados de enfermedades altamente infecciosas.
  • Implementar y supervisar las actividades de Agua, Higiene y Saneamiento fuera de las estructuras de salud de acuerdo con los protocolos de MSF (por ejemplo: ingeniería de la Salud pública en situaciones de emergencia).
  • Llevar a cabo la organización física de los materiales e instrumentos utilizados en las actividades de agua, higiene y saneamiento fuera de las estructuras de salud, en particular:
  • Inventario de las existencias (stock).
  • Recibir y tramitar los pedidos de materiales para agua, saneamiento e higiene.
  • Comprobar que las cantidades recibidas se registran.
  • Comprobar los consumos mensuales.
  • Gestionar el equipo de agua y saneamiento (watsan) que participa en las actividades de WHS fuera de las estructuras de salud en términos de:
  • Participar en la selección de personal.
  • Participar en la capacitación del personal.
  • Asegurarse de que el trabajo diario se hace correctamente.

Formación

Titulación de técnico. Deseable: especialización en agua y saneamiento

Be able to recognize the needs regarding vehicle equipment according to Msf standards and deployment conditions

Electricity

 Able to recognise the 3 priorities (safety, protection, continuity of service).


Able to follow a logic procedure in order to detect simple electricity problems


Able to apply the basic laws of electricity (volt, ampere, watt, AC/DC).


Able to produce basic facilities based on MSF standard kits (lighting kit, small generator, charger/inverter)

Telecommunications

UNDER SUPERVISION

Familiar with MSF basic standard tools and procedures (Difference between HF and VHF, estqblish radio contact, use of satellite phone, use and interpret an swvr meter)

Construction and Renovation

AUTONOMOUS

Capable to define and manage the different phases in a renovation and/or construction project (temporary, semi-premanent and permanent atructures)


Sound knowlegde of MSF construction process


Able to draw a detailed diagram with dimension, orientation and elements of description


Able to guide the technical choice of materials


Able to provide maintenance of a building (up to 200m²) considering the integration of all the other relevant technical families (watsan, energy, etc.)


Good knowledge of local market in terms of materials, technicians, contractors, local law and istitutional actors


Capacity to do basic site planning for structure installation (temporary, semi-premanent and permanent structures)

Water, Hygiene and Sanitation

AUTONOMOUS

Explain the various mechanisms of disease transmission via water and excrement.


Be able to implement the “Essential WHS requirements for health structures” (except Vector Control).


Be able to perform water chlorination.


Know how to perform a batch assisted sedimentation (dropdrop, SSD).


Be able to install/operate/maintain MSF pumps (motorised pump, submersible & cellar).


Be able to harvest water through “jetting” technology.


Understand the concept of Vector Control & how to use LNs.


Be able to set up a proper excrement management (calculate volumes, construction of various systems & concrete slabs).


Be able to set up proper a waste water facility (grease trap, infiltration systems).


Be able to set up a proper medical waste facility (+ followup of construction of De Montfort incinerators)

Safety

UNDER SUPERVISION

Explain the safety principles of MSF.


Able to apply a safety plan at the project level and inform MSF personnel on the basic technical tools related to safety (use of automobiles, radio, etc.).


Good knowledge of safety procedures related to a contingency plan
