Logistics and Supply


Main Purpose

Planning, coordinating, and monitoring all technical logistics, supply chain, HR and finance related activities in the project according to MSF protocols, standards and policies, in order to optimize the mission’s response to the needs of the target population and ensure an optimal running of the project


Accountabilities

  • Establishing, planning and supervising in close collaboration with the PC and the LogCo/SupplyCo/HRCo/FinCo, the technical logistics and the supply, HR and Fin activities in the project. Identyfying and addressing the needs of the project
  • Monitoring the implementation of the following activities in accordance with MSF procedures and guidelines:

Logistics:

  • supervising a support structure and the timely execution of all curative and preventive maintenance and repairs for the effective management of all MSF equipment and facilities in order to ensure its good condition and usability. Supervising and training the teams of drivers, mechanics and any other staff involved in vehicle management in order to ensure their operating capabilities
  • Supervising, planning and guaranteeing the quality of construction and rehabilitation projects and the first line ICT support
  • Managing the team of guards
  • Ensure construction/rehabilitation works and energy/electricity installation/maintenance

Supply:

  • Coordinating, in close collaboration with the Medical referent in the project and the LogCo, the supply chain processes and systems, keeping updated information on stocks (expiry dates, security level, pipeline and lead times) in order to ensure availability of all the medical and non-medical material and related services under optimal conditions.
  • Supervising administration related activities, in close relation with the Finance-Admin Manager and in accordance with the MSF purchasing and payment procedures for the mission

Watsan:

  • Implementing, in conjunction with the line manager the water sanitation activities planned for the Project, proposing improvements when necessary, in order to ensure project healthy conditions.

Finance/Admin:

  • Carrying out Finance related activities, in close relation with the Finance Manager,ensuring taxes and national social insurances compliance, transparency on accountancy as well as coherent information on service supply chain processes
  • Tracking administrative employment contracts for national staff, updating the existing database to comply with local labour regulations, coordinating and supervising procedures for payroll, controlling the payment of overtime and the closing of the monthly payroll.Preparing declarations form for monthly taxes and employee/employer social security contributions, creating a file containing all data to comply with legal regulations

HR:

  • Planning and supervising, in close coordination with HR department the associated processes (recruitment, training/induction/briefing, evaluation, potential detection, etc.) of the national staff under his/her responsibility as specified by the line manager and the administrative and logistic processes (end of contract, accommodation, extension of mission, early return, etc) of the international staff of the project in order to ensure an efficient staff sizing, facilitating its reception, movements and legal compliance
  • In close collaboration with the Project Coordinator, defining/updating the project security policy, implementing the technical aspects of the risk reduction policy in order to ensure people’s security.
  • Participating in monthly reports according to guidelines (SitReps, logistical statistics, etc

Education

  • Essential, secondary education or technical skills in three or more of the following fields: vehicle mechanics, energy electricity, ICT, supply management, communication, construction, watsan.
  • Valid and clean driving license

Experience

  • Essential, 2 years of previous working experience. in logistics activities related jobs. Desirable, previous experience in humanitarian aid

Technical Skills



Facility Management

AUTONOMOUS

Able to identify the needs of a base in terms of non-medical investment equipment.

Basic knowledge of the equipment management policy (identification, maintenance procedures, standard articles, etc.)

Familiar with MSF basic standard tools and procedures (Carnet de Bord, fiche de travail, dayly and weekly check, service « A » and « B »)


Basic knowledge of mechanical spareparts


Be able to properly manage a of fuel storage and to respect refueling principles/rules.


Sound knowledge of driving rules

Vehicle Feet Management

AUTONOMOUS

Be able to size the project fleet and related equipment according to Msf standards and deployment conditions


Be able to organize a garage facility on the basis of MSF standards


Ability to evaluate the pertinency of local outsurcing  basic maintenance service of the fleet


Sound Knowledge of mechanical spareparts, (produce regularly order sparepart)

Aerial Operations

UNDER SUPERVISION

Good knowledge of MSF projects air protocols (procedures, flight planning)


Ability of monitoring freight and passanger movements


Able to handle aircraft arrival and departure (airstrip clearing, contact with pilot)


Knowledge of MSF safety policies and protocols with regards to an aerial operation

Electricity

UNDER SUPERVISION

 Able to recognise the 3 priorities (safety, protection, continuity of service).


Able to follow a logic procedure in order to detect simple electricity problems


Able to apply the basic laws of electricity (volt, ampere, watt, AC/DC).


Able to produce basic facilities based on MSF standard kits (lighting kit, small generator, charger/inverter)

Information and Communication Technology

UNDER SUPERVISION

Able to explain the MSF IT policy (3S: Security, Standardization, backup System)


Able to perform, verify and re-install a backup


Able to apply installation and maintenance procedures for IT material


Basic knowledge of computer network architecture


Able to follow a logic procedure in order to detect IT problems

Telecommunications

UNDER SUPERVISION

Familiar with MSF basic standard tools and procedures (Difference between HF and VHF, estqblish radio contact, use of satellite phone, use and interpret an swvr meter)

Biomedical Equipment

UNDER SUPERVISION

Be familiar with the types of medical apparatus most used by MSF.


Be able to carry out basic preventive maintenance.


Familiar with MSF basic standard tools and procedures related to biomed equipments

Construction and Renovation

UNDER SUPERVISION

Familiar with  renovation and/or construction proceduresfor simple structures (temporary, semi-premanent and permanent)


Good knowlegde of existing MSF construction reference guides/tools.


Explain the MSF prerequisites for a construction project.


Able to draw a schematic diagram.


Able to recognize the need of supply in terms of materials

Water, Hygiene and Sanitation

Explain the link between WHS and (Public) Health.


Be able to estimate the needs for water & excrement management for healthcare structures & camps.


Be able to install a small water network with MSF kits (motorised pump, bladder, distribution line).


Know how to perform a batch chlorination


Explain the principles of systems for management of excrement (defecation area, latrine pits, improved latrine pits, simple latrine, VIP, water latrine, septic tank).


Explain the principles of water evacuation (grease trap, infiltration trenches).


Explain the principles of medical waste management (categories & equipment)
